Terminology, authority and citation procedures can vary by state and local jurisdiction. Start with the rule that applies where the vehicle was recorded.
Most of what is written about speed cameras online is written about one country and then read in another. The mechanics of the equipment travel; almost nothing else does. Who is liable, whether a violation touches your driving record, what a notice must contain, how long you have to respond and whether the program is lawful at all are decided at the state and local level in the United States, and they differ from the UK position in ways that matter to a reader trying to act on a notice.
So the UK material lives on the main site and the US material lives here, rather than being blended into guidance that is vaguely true everywhere and reliable nowhere.
The single most useful question about an American automated-enforcement notice is not what kind of camera produced it. It is which government body issued it and under what authority. That determines whether the citation is civil or a moving violation, whether the registered owner or the driver is answerable, what evidence you are entitled to see, and where a challenge goes.
The contractor whose name appears on the envelope is usually not the issuing authority, and it is worth establishing which is which before responding to either.
The technology guides on this site apply on both sides of the Atlantic, because physics and camera design do not vary by jurisdiction. How point-to-point measurement works, why mobile enforcement cannot be mapped completely, and what a camera record can and cannot establish are the same questions in Ohio and in Oxfordshire.
Deadlines are the other constant. Whatever the jurisdiction, the date printed on a notice is the thing to protect first — research is cheaper before that date than after it.
